- Big Society: Texas-style Volunteers clocked up 89,634 hours last year, helping to run the the Texas city of Plano's fire service, monitoring parking and teaching children about energy conservation, for example. Their work amounted to a value of around $1.66m (£1.02m). But the scheme's organisers maintain that volunteers have to be free to take time off as and when they want, and that volunteers cannot provide consistency in services the way that staff can. Also, they need to be supervised. So, if city budgets are cut, it can mean there's less volunteering. However, Dame Elizabeth Hoodless says the scheme could be adapted to work here.

Among these are: community development sector must identify what works, what doesn't, and why; the community development infrastructure needs 'clear, trusted channels of communication, reliable sources of information and analysis, effective informal networks for sharing and learning from experience in various settings', plus high-quality training, development and accredited qualifications. Julia Unwin, Joseph Rowntree Foundation, says, if we are redrawing the terms and conditions within the social contract between state, the individual and communities: 'Any new social contract needs to meet a number of conditions: it needs to enhance autonomy without resulting in abandonment; it needs to enable us all to be protected against our own vulnerability, and it needs to feed the springs of social solidarity to make it possible for us to live together.'

The Public Services (Social Enterprise And Social Value) Bill This is a private member's bill put before parliament by Chris White, newly-elected Conservative MP for Warwick & Leamington. If passed, it will require central government and each local authority to clearly state the social good behind all their social enterprise strategies and to consult communities when forming those strategies. An intention behind the Bill is to ensure public sector procurement is decided not just on price, but on social value. Chris White believes factoring in social value would help social enterprises and charities to win contracts from central and local government.
